Item Diablo 2 Are websites that sell Diablo 2 items online legal?

Are all these websites and those similar legal in the United States? Selling Diablo's digital items violates the EULA agreement, and those caught buying from them can be banned, but can those that operate the sites and sell the equipment get in trouble?
Are these made and run from overseas where they cannot be punished? If this website was created in the US, can it be shut down and fined?

Those sites can't get in trouble because it's not against the law to sell virtual items. It might be a violation of Blizzard's EULA, but that doesn't make it illegal.
The reason Blizzard made it against the rule to buy and sell virtual items is that too many people were scamming other people. Buyers were reporting to PayPal or their credit card company that they didn't get anything when they did get something, but since it's hard to prove the existence of virtual items. they usually got their money back. Sellers were selling duped items so when Blizzard did that massive wipe, a lot of people lost their items. So to prevent that from happening, Blizzard asked auction sites to remove all their virtual items.
I know that monsters drop set items, but does anyone know which monsters exactly? Is there a website that lists the drops for monsters?
any help would be appreciated!
They are dropped randomly through out the game by monsters. Though I haven't seen any links between the items and the monsters, I do know that unique monsters are more likely to drop magic (blue, yellow, unique, or set) items than regular ones are.
