You could try right clicking on the shortcut and clicking run as administrator. If that works, right click the shortcut again and go to properties. Go to compatibility tab and tick run as administrator, then click ok. Now when you double click the shortcut it will ask you to run it then start fine. But only if it worked when you ran it by right clicking and running as admin. This is the most common problem when running games under vista/7, but if it doesnt work search diablo 2 windows 7 compatibility and you should find something of use.
